Added some Keywords.

I probably made a few mistakes, but I tried to stick to a system. One
of the main things was not keywording Convention rules unless it also
applied in regular rounds. Another thing was I didn't add a keyword
simply because it was mentioned in the rule: I tried to only add the
keyword if the rule is necessary to understand what the keyword
actually is. An exeption was for Referenda, since you need to know
what you can make a referenda for. The last thing I think I need to
mention is the distinction I made between rule changes and proposals.
If it had to do with the way it's voted on or drafts or sponsors, what
have you, I probably put Proposal on it. If it described what rule
changes are and what they can do(or special requirements on how they
can occur), it probably had Rule Change. Note that they sometimes
overlapped.

Nice... I don't think any round of Nomicron has had as complete a set
of keywords, especially not so soon. Thanks for your work on this!
