[Title] Virus Unleashed
[Text] The virus can infect the mutable rules passed during the round (Rules 301 and above). The gene sequence of the virus codes the rule it can infect. Once infected, a rule remains suspended (is inapplicable) for one game week. The dynamic variables, (ex: an entity such as temperature) defined and updated every week by the infected rule, are remembered and are not reinitialized when the rule becomes operational again. But they are not updated and and do not have any bearing on the game as long as the rule is infected.
At the beginning of a turn, read the gene sequence of the virus. Treat it as a binary number with the symbol at position 0 as the Most Significant Bit. Let this number be M. Let R be the number of the rule with the highest number. P = R - 300 (so that only mutable rules passed in this round are infected). r = 300 + M mod P is the number of the rule infected. If no rule exists with that number then no rule is infected.
The rule defining the virus and the gene sequence {Rule 325} and this rule cannot be infected by the virus.

[Title] Rune Stacks
[Text] Each player has three rune stacks, which are initially empty. Rune turns are at the begin, middle and end of every turn. At a rune turn every player may add to one or two stacks a rune (doesn't need to be the same rune in the case of two stacks) during what is called the manipulation step. Additions must be declared in advance and affect the rune turn which comes up next.
If a stack, read from the top (the rune which has been last added) contains an executable sequence of runes after the manipulation step (during the execution step) those runes are removed from the stack and the effect of the associated rune spell is invoked. When a spell is invoked the player has to declare the arguments to it, if any, when declaring which runes to add (if no runes are added the arguments still have to be declared).
If multiple executable sequences can apply to a stack the longest of those sequences will execute.
Execution of sequences is serialized. First the player with the lowest amount of points executes it's sequences (if any) with stack 1 going before 2 and then 3. After that the player with the second lowest amount of points executes it's sequences, etc.
If multiple players have the same amount of points the player who's nickname precedes that of the others alphabetically goes first, then the player who's next alphabetically, etc.
Runes are 'A', 'B', 'C', 'D', 'E' and 'F'.
Rune spells define executable rune sequences. Rune spells may be created, revoked and changed using referenda.
Rune spells consist of:
* A title.
* A list of at least 1 and at most 5 rune sequences (with the last character denoting the rune which should be on top of a stack) which would trigger this spell. Every rune sequence must be unique in the rune book.
* A list of what parameters need to be given to invoke this spell.
* A description of it's effects.
* Optionally a commentary text (for example to be used for flavor text).
The rune book is a collection of all current rune spells.

[Text] Each player has three rune stacks, which are initially empty. Rune turns are at the beginning, middle and end of every turn. Rune turns consist of a manipulation step followed by an execution step.
During the manipulation step of a rune turn every player may add to one or two stacks a rune (doesn't need to be the same rune in the case of two stacks). Additions must be declared in advance and affect the rune turn which comes up next.
Stacks and sequences are notated as a sequence of runes with optional whitespace and comma's in between them. The last rune (the rightmost rune) is considered the top rune. So in ABC C is the top rune.
If a stack, read from the top (the rune which has been last added) contains an executable sequence of runes during the execution step those runes are removed from the stack and the effect of the associated rune spell is invoked. Note that a spell only matches if it's top rune is also the top rune of the stack (so given a stack ABCDE the sequence BCD doesn't match as D isn't the top rune, but CDE does match).
When a spell is invoked the player has to declare the arguments to it, if any, when declaring which runes to add (if no runes are added the arguments still have to be declared). If arguments are needed for the execution but have not been declared the runes involved will be removed but no effect will occur.
If multiple executable sequences can apply to a stack the longest of those sequences will execute.

[Title] Unleash Dragons
[Rune Sequence] DAEG
[Rune Sequence]
[Rune Sequence]
[Rune Sequence]
[Rune Sequence]
[Parameters] An active player's nickname.
[Effects] This spell unleashes dragons on the Province of which the named player is the Governor. Destroys 20 or 20% of houses, whichever is lesser. Kills 10 or 10% of the Population, whichever is lesser. (Note: if by doing this, the Population exceeds the number of houses, the surplus population is also killed). 3 Points are deducted from the Player who casts this spell.
If no player is mentioned, that is a blank parameter or argument is given, then the spell has no effect and no points are deducted.
The changes in the Population and Houses are reflected at the end of the Nomicron turn during which the spell is cast.

Rune Spells
[Title] Spontaneous Combustion
[Rune Sequence] FAAF
[Rune Sequence] FBBF
[Rune Sequence] FCCF
[Rune Sequence] FDDF
[Rune Sequence] FEEF
[Parameters] Nickname of an active player
[Effects] If a player is given as a parameter, a rune stack of that player is chosen at random. Each F rune in that stack burns the rune directly above it. Burned F runes are then destroyed, with the player owning the rune stack losing 2 points for each rune destroyed in this way. Any burned runes other than A, B, C, D, E, or F runes have a 50% chance of being destroyed with no point loss. All other burned runes are then changed to the rune directly ahead of it in the alphabet(A to B, B to C, etc). At the end of the execution of this spell, all runes are unburned.
If this spell is cast and no player is specified or no runes are burned, then an F rune is added to the top of each stack of the player who cast this spell.
[Commentary] My intention with this spell is to make the F rune destructive both in spells and in your own stack. I plan to have most of my spells treat the different runes differently. And I finally decided I will use the commentary section.

[Parameters] Nickname an active player
Number of a stack
[Effects] The target stack of the target player is flipped. That is, the bottom of the stack becomes the new top, and vice versa. For example, the rune stack ABCDE, where E is the top, becomes EDCBA.
[Commentary] To me, vowels seem nicer, and C seems to be the nicest consonant available in the current rune set. I pretty much added this to make it possible to fix junk runes. To counter the potential usefulness, you need either a 6 rune sequence or a 5 rune sequence that contains dangerous F runes. So A, E, and C are going to be relatively nice runes in my spells.

[Parameters] Nickname of an active player
[Effects] All the runes on a random stack of the target player are frozen. Frozen runes cannot be used in executable sequences. The next time a spell is cast from a stack with frozen runes, all runes are unfrozen.
If the spell Spontaneous Combustion is cast on a player with frozen runes, only stacks with frozen runes can be chosen as targets. The frozen runes cannot be burned. At the end of the Spontaneous Combustion spell, all runes in the targeted stack are unfrozen.
[Commentary] Probably not the nicest spell you've seen. But it can defend against the Spontaneous Combustion spell. What's my plan for the B rune? As a counter for F rune spells.

[Title] Odd Runes
[Text] Whenever a proposal passes, a star rune (*) is added to a random stack of that proposal's author. For the purpose of creating executable rune sequences, a * rune may be treated as a rune of any other type of rune represented by a letter. If this would cause the sequence of multiple rune spells to be fulfilled at the same time then the letter which appears closest to the beginning of the alphabet that forms an executable rune sequence is substituted for the * rune.
Whenever a proposal fails, a pound rune (#) is added to a random stack of that proposal's author. If a # rune is ever the bottom rune in a stack, it is destroyed.

[Title] Garbage Drop
[Rune Sequence] GBGE
[Rune Sequence] GABAGE
[Rune Sequence]
[Rune Sequence]
[Rune Sequence]
[Parameters] A target player
Optionally, a target rune stack belonging to that player.
[Effects] If a target rune stack was specified, the player invoking this spell must pay 10 points unless this would leave him with a negative score.
If no target rune stack was specified, or if the player invoking this spell cannot pay 10 points, then a target rune stack shall be selected at random from the stacks belonging to the target player.
Then the ASCII character equivalent to the value of the gene sequence (read with position 0 representing the largest place value, and values descending from there) shall be added as a rune to the top of the target rune stack. For the purposes of this spell, runes are not case-sensitive; if the character to be added was "a", this counts as an A rune. If the character to be added has not been defined as a rune, it is added to the stack anyway; such undefined runes cannot be used as part of any rune sequence. If a rune is later defined matching that character, then the character on the stack shall be considered an instance of the newly-defined rune.
[Commentary] Note that the character reference in this spell is identical to that in {Rule 333}. This fact makes it easy for players to predict the effect of this spell when deciding to invoke it.
And since we now have a "G" rune, I've made use of it.

RFJ
[Title] Below Freezing
[Creator] Jef
[Create Date] 2007-12-09 18:25
[Statement] It is impossible to determine the amount to change player point totals due to not submitting proposals or referenda when the Temperature is less than 32.
[Arguments] {Rule 306} specifies that the Temperature changes at the Beginning of each Turn depending on the player to proposal/referenda ratio. It also states that "players who submitted neither proposals nor referenda that Turn gain points equal to difference (Temperature - 32)". However, there is no mechanism for determining which occurs first--the Temperature change or the point changes. Therefore, it is impossible to determine the amount of the point change for players who meet the specified criteria because it is impossible to determine which Temperature is to be used in the formula--the Temperature before or after the Temperature change.
This state has actually existed since Looney first amended {Rule 306.2} to include a point change based on Temperature for players who did not submit proposals in a turn (in the first version, it was if the Temperature was less than 0). Thus, I believe that Looney and myself would both win the round under {Rule 211} if this is ruled true.
[Decision] True
[Judge] Pitboss
[Reasoning] As per Jef's argument, the conditional of Rule 306, even though it comes after the beginning of the turn, specifically makes mention of a value at the beginning of "a" turn. As such it is impossible to determine which value to use.

[Decision] False
[Judge] Pitboss
[Reasoning] Here I shall also consider the arguments given by Jef on the Public forum on this case.
First I would like to point to {RFJ 6004}, where the statement was ruled true based on a "spirit of the game" reasoning.
Here I shall address the two specific points raised by Jef, 1. Ambiguity in the phrase "Beginning of a turn" and 2. Ambiguity in using the temperature for checking the conditions.
My arguments:
1. The phrase "Beginning of a turn" is used in all the four conditions to be checked. Therefore, it can be assumed that its usage is consistent in the fours cases. The actions that have to be taken if conditions 2 and 3 are true are as follows:
all Players may submit one additional Proposal that Turn.
the Round will end at the end of the following Turn .........
Here, the words "that turn" and "following turn" are the key ones. It is clear as to which turn is being referred to by "at the Beginning of a turn" as these effects cannot take effect retroactively.
So, with the assumption that the usage of the phrase "Beginning of a turn" is consistent here, there is no ambiguity in its usage in condition 4 also.
2. The phrase "At the Beginning of each Turn" in {Rule 306} says when the rule is to be implemented and NOT when the rule takes effect.
Obviously the event, lets say, "Beginning of Turn 9-..." has to pass before checking how many proposals/referenda are up for vote. Also, the updated temperature is the value at the time of declaration. {Rule 104} explicitly says: "No other game action may take effect earlier than the moment when it is declared ....".
Therefore again, there is no ambiguity as to which temperature to be used to determine the points as there is only one temperature at the Beginning of any given turn - the un-updated one.
I'm sure none of us have seen it this way, probably never cared to look at it in enough depth, but given the rules I feel this makes sense.
