[Title] Points to players for Turn 9-7

[Statement] Rule 302.1 has to both award and not award points to players for Turn 9-7. This presents a paradox as the points of none of the players can be determined correctly.
[Arguments] Rule 302.1 states that:

"If a player votes on all proposals in a turn that player shall receive 3 points. Explicitly abstaining counts as voting for the purpose of this rule."

It is clear that for Turn 9-7 all the active players have voted on all the proposals in the turn. On the other hand, none of the active players have explicitly voted on any of the proposals for the Turn 9-7. And as Rule 302.1 has to both award and not award 3 points to each player, which is a paradoxical situation, the round cannot continue and must stop with Metaloop being declared the winner of the round.

Ideally I think this should be submitted at the end of this turn, when the paradox is actually faced, but since one can easily anticipate it and because the end of the turn is only some hours away, I submit it now itself.
