I believe an election is called for this turn, as Physics was elected
in Turn 9-5. Just to make sure that we have sufficient candidates,
I'll toss my name in the hat again. It doesn't matter, as the Prime
Minister does not yet do anything--a problem which needs to be
corrected soon; all you people who haven't been submitting proposals
should think about this issue.

there are other candidates, please announce your candidacy this turn
and the election will be held next turn.

There's a problem: looking at the records, we haven't actually given
Physics his salary. But the Judicial Review Period seems to prevent us
from retroactively crediting it for any time before last turn. Though
one could argue that the JRP only comes up if an RFJ is actually
submitted, and doesn't apply to retroactive corrections by the
Adminstrator or another officer. But if I submit an RFJ claiming that
retroactive changes by an officer outside the JRP are legal or illegal,
that RFJ won't have the authority to authorize or forbid such changes,
as they're outside the JRP. God, what a mess. I don't know whether it
has a definite solution or whether it constitutes a round-ending
paradox, so I won't attempt to do anything about it, but somebody is
probably going to have to submit some sort of RFJ at some point.
Physics, the points are your problem, so perhaps you should take a stab
at it.

There is a solution. Physics can propose a rule that would award him the points that he was supposed to get and let the rule repeal itself after the award (the turn after the award).

And I don't think there is a paradox. Because the admin did not 'maintain' (award of points) the Prime Minister rule, it was a Blue Law from the  second turn of Physics' term as PM. Admin forfeits his salary for one turn (this part of Rule 218 is not restricted by JRP).

Moreover, Physics was PM for just one turn, as a Blue law is invalid. And as there was no PM since then, the rule requires no maintenance and so is valid again.

Though Physics was PM for just one turn, I don't mind awarding him the points for all 4 turns, and that is if he chooses to propose such a rule in the first place.

D'oh! This is my bad, of course... I'll admit I've been negligent in
my Nomicron duties the past few weeks (months?) as I was on vacation,
recovering from jet lag, and started dating someone :)

I think Metaloop's suggested course of action is in keeping with the
rules. I will volunteer to submit a proposal to correct Physics' point
total for next turn... after all, this is my fault.
