Rune Spell Referendum - Unleash Dragons

Since, there is no implementation yet for submitting referenda, I post
a draft Rune spell referendum here.

Title: Unleash Dragons

Triggering Rune Sequence: A E D A G

Parameters: An active player's nickname.

Effects: This spell unleashes deadly dragons on the Province of which
the named player is the Governor. Destroys 20 or 20% of houses,
whichever is lesser. Kills 10 or 10% of the Population, whichever is
lesser. (Note: if by doing this, the Population exceeds the number of
houses, the surplus population is also killed). 3 Points are deducted
from the Player who casts this spell.

If no player is mentioned, that is a blank parameter or argument is
given, then the spell has no effect and no points are deducted.

I forgot to include this line in the Effects:

The changes in the Population and Houses are reflected at the end of
the Nomicron turn during which the spell is cast.
