Yes, when nomad have enough privileges(i don't think allowing only for admin is a great idea, maybe power users has such priveleges too) for ngen
and it is running not in debugger mode it should ngen all loaded assemblies
From the other side it can be done by installer. But this variant is better. Because when user gets used to Nomad and run it for administrative purposes he will see the effect almost immidietly. And when he has no admin / don't know about power users privilegy he must know about ngen(read documentation, which is absent and its not great)
