DAG = Deputy Assistant Guardian
Info = Information (means Intelligence)
>2. The agent recruited for this programme is responsible for
>successfully carrying out his targets.
Hubbard wrote lots about the use of completing steps (called targets)
in order to accomplish a mission, project or program.
>3. The Case Officer/agent relationship is established and kept

These days the OSA runs the ops. A staff member is always in charge
of the "case", but volunteers (expendable persons, not vital) are
used to accomplished many vital targets.
>VITAL TARGETS:
>
>1. Total security must be kept in at all times.
This is standard operating procedure (SOP) on GO/OSA programs.
>2. Agent recruited must not be PTS and must be security
>cleared and bonded.
PTS = potential trouble source
People are bonded so as not to pose an info leak threat.
>3. To keep WW informed of progress and any bugs in the programme.
>When reporting, keep security in and only refer to the programme
>by its code name.
WW = Guardian Office World Wide
>CONDITIONAL TARGETS:

>Be sure this is done very thoroughly so no requirement is missed.
CT = conditional target
I knew a GAS member (GO Operative) who worked in a government
agency on Snow White. Once she was no longer needed, she was
declared an SP since she was "expendable". Her husband was
declared too. He had knowledge of her activities.
>3. Do a complete survey of the physical aspects of the agency or
>organization, layout of office/section of agency, doors, windows,
>etc.
In other words, "case the joint".
>4. Obtain or compile from data obtained a list of all non-agency
>or non-organization people who would have access in the area, such
>as cleaning or floor-polishing firms, repairmen, and so forth.
>Be sure you have covered all possibilities of access.
More intelligence gathering.
>5. If potential agent does not meet some requirements found in
>CT 2, establish if this can be handled. For example if person
>must be able to type, but can't, put him on a crash typing

"Handled", or as they say in Scienoland, "allow 'NO STOPS' to
occur on the successful completion of this program".
>OPERATING TARGETS:
>
>1. Survey the org or missions in your area to find out if they
>have any persons on their lines who already work for the agency
>or organization to be infiltrated. Do this under the pretext
>of checking internal security.
Use a *pretext*. In other words, LIE.
>2. Compile a list of students, PCs, FSMs, and CASs of the org
>and missions, including what jobs they hold and any special
>skills or background they have which would help them get placed
>in the agency or organization to be infiltrated.
"CAS" should be "GAS", meaning Guardian Activities Scientologist.
"GASs" are field staff who assist Scientology in ops and other
activities, e.g., framing/harrassing/suing Paulette Cooper.
>3. Go over the above two lists to see who could become agents
>and who fits the requirements as per conditionals.
>
>4. Check up on these person's background and ethics history
>and see if they are in security.
>
>5. Approach and interview the prospects and see if they are
>willing to help the GO. (Don't tell them everything at this
>point).
Withhold the truth. Only tell what is needed. Lie if necessary.
Or tell an "acceptable truth". This is standard operating
procedure in Scienoland.
>6. Close and recruit one agent who fits requirements. Don't
>drop comm lines with any other potential agent as they may
>be of use.
>
>7. Have agent checked for PTS, security cleared and bonded.
Bonded to "ensure" no leaks.
>8. Brief the agent on what is needed and wanted.
>
>9. Handle all smaller out-requirements, unhandled case bugs
>or missing confront which acts as a stop so that the person
>will safely be able to do the project.
As they say in Scienoland, "BLOW ALL STOPS OFF THE LINES".
>10. At this point have agent apply to get placed with the

>of the agency most likely to have C of S files. If agent
>already works for the agency or organization, have him/her

>
>11. Drill agent heavily on the agent hat so he/she can
>handle any situation.
Drilling is used extensively to ensure no uncertainty or flubs
occur in dangerous situations. TR-L is especially useful since
it teaches a person to convincingly lie.
>12. Work out a cover for the agent in case his/her name has
>at some point appeared in the Auditor or local mags.
>Establish secondary cover of Freedom press reporter.
Got to invent another lie.
It will be interesting to read the announcements in the Auditor
Magazine on who had a baby. By doing so we may learn RonsAmigo's
name.
>13. Remove all records of the agent ever being on any org
>or mission lines.
Cover up. Remove. Hide. Deny. Destroy. Whatever is necessary.
>14. Instruct the agent not to come near the org or mission
>as from now and to remove himself from known scientologists.
Yes, don't blow your cover!
>15. Work out security precautions, in security comm lines
>and a safe house.
"Safe house" is a place where only those with security clearance
are allowed, although sometimes the cover gets blown.
>16. Follow up Tgt 10 and get the agent to get placed.

>17. When he has gotten placed, have the agent find out

Do whatever is necessary to accomplish the target.
>19. Work out a very in security method of either removing
>the files, for covert op copying and then replacing them, or
>have them covertly copied where they are. Then get the file.
Yep. That's what the cult did in LOTS of ops.
>20. Keep the agent in place until given OK from WW to remove.
Normally this is when the program targets relating to that person
are accomplished.
>PRODUCTION TARGETS:
>
>1. Conditionals 1 & 2 - 1 week
>2. Op Targets 1 - 6 - 3 weeks
>3. Op Targets 7 - 14 - 4 weeks
>4. Op Targets 15 - 20 - 4 weeks
>
>Programme completion 3 months.
For more information on "targets", see Hubbard's "targets 'tek'"
which he copied from others.
