Here is the way it is.
People who provide goods and services to the State are not being paid.
Vouchers are ignored and not processed. Or processed so late (by state
employees on regular salaries) that it is months and months before
the vendors get paid. Nobody cares.
Taxes are assessed against people who regularly and honestly pay their
taxes.
After all, the State can get money from these taxpayers. Unfortantly
for these taxpayers, they don't really owe the taxes assessed against them.
The law says they do not owe these taxes. The Department of Treasury
regulations
say they do not owe these taxes. Even the instructions on the tax returns
say they
do not owe these taxes But the State needs
the money so taxes, interest and penalties are assessed. Pointing out
that there is no basis for these assessments are not even responded to.
Letters to the Division of Taxations are not responded to. Believe it
or not, often no notices are sent to the taxpayer but the taxes, interest
and
penalties appear in the state computers like magic.
The Division of Taxes collective mind (in the computer) is made up and you
only confuse it with facts.
What an expensive mess. Soon the great State of New Jersey will be
empty.

Ask the amnesty people about anything and they have to refer it to somebody
else, who never responds.
I agree with the first poster. NJ is just grabbing for money anyway it can
get it.
Too bad if you don't owe it.
