Purchase Options : Licensing

Dropped the author a line from the website but did not get an answer.

I have pre-purchase questions :

1. There are two licensing options - purchase and subscription

Purchase provides updates within the current version
Subscription provides updates over term of subscription

Does the major version number change often ?
Which version now ?
Is it due to change soon ?

2. Nominated licensee
If I buy on behalf of another user in my organisation, how is the
license assigned?
Can it be reassigned?

No info on website.

Not really, the last time was in 2009, but we plan to have a new on soon.
