Considering as a gift for my kids birthday, can the IPod Touch be used
without accessing the Internet? I know there is a load of applications, but
can you just use them without having to pay "online" time? She has a budget
for her phone and been very good with staying within...but worried that this
might be too much temptation??

No worries - the touch runs off wi-fi i.e. your home wireless (free)
and hotspots mostly (free) - it does not use cellular based internet
for access so no worries about access charges. The iPhone uses the
cell network though, and requires a data package.

So I have to go to Bell Mobility or whoever to use this and pay a 2-3 year
plan?

Are you confusing the IPhone with the IPod touch? If you are thinking
touch, you buy it and it's yours....it's just a souped up MP3 player
that you can instal various aps on (the aps have a one time purchase
fee. There is absolutely no monthly feees or a way to rack up any
sort of bill. If you are thinking IPhone (touch and phone in one),
then it is a different story...you could rack up a bill and would need
to put it in service on contract, etc...

The key to us answering your question is knowing exactly what you're
looking for; an iPhone or iPod. As was previously stated, the iPod is
like the iPhone but without the phone part. The only internet access is
wifi. Your child could only cost you money on there if he/she was
granted access to iTunes or the App Store (which require either a credit
card or prepaid credit to be able to buy songs, games, etc)

I will assume that you are confusing 2 devices... and you mean that you are
looking for an actual cell phone... the iPhone from Bell?

If so, the answer is no... you cannot have it without the a data plan (i.e
internet). You can purchase unlimited data so as to not get any surprises...
but the reality is that you may not like the monthly costs...

All "smartphones" are like this. You will need to pay for the data access and
a child, even responsible ones, are children... and they can easily go over
limit and that can result in some significant data overage fees.

The ipod touch has built in wifi so it can use the internet free on your
home network when you enter the WEP key, or any other open network or
network you have the WEP for. There is no charge for bandwidth usage with
the ipod touch. You can download apps from the istore, some are free and
some you have to pay for. If you're planning to download any requiring
purchase, I don't believe you can do it with the itunes cards, at least I
couldn't, I had to enter a VISA for apps. The cards I guess are only for
movies and music. Once you download apps, they're yours for as long as you
want them, there's no charge for using them.

You can set up the I-Tunes account without a credit card, there are
hundreds of APPs your child can download for free. I set up the
account without a credit card and they were fine with that. Some
APP's come out as paid then move to free after a while. Once it's set
up with the credit card your child can download what they want (so be
careful or it will cost you), the APP's are anywhere from 0.25 cents
to $20.00 and maybe even more.

My son's friend was downloading all kinds of APP's that you had to pay
for, tried them out didn't like them and deleted them. He thought if
he deleted them you didn't have to pay until his parents received a
VISA bill for over a 100.00.

They are great little machines, basically small PC's. BUY a
protective skin for it, one of my son's friends dropped his and
cracked his screen, now he has a paper weight!!
