I have a VHS that only has video out with the use of RCA cables. I was to
download a couple of this from VHS to my Laptop. The lapyop only has a S
Video input. Is there an adapter available to connect S Video to RCA cables.

To answer your question, yes you can get an adapter to convert from S-
Video to Composite (yellow RCA), and you can also do the reverse.
Keep in mind that you will be losing the extra information carried by
S-Video; mildly degraded video quality.

Are you 100% sure that your laptop supports a/v input? 99.99% of
laptops don't have this capability (output only). If you fall into
this category you'll need to get an a/v capture device (I have one
made by Pinnacle that connects via USB...it works surprisingly well).

What BW says is correct. It's extremely unlikely that your s-video
connection supports an incoming signal... it almost certainly only
outputs. You will need a video card capable of video capture in order
to record the VHS.
