Drug Distribution Arrest

On Thursday May 9, 2013 at 1:57pm, upon identifying the driver of a vehicle as being the subject of an arrest warrant, Newton Police Officers conducted a motor vehicle stop on Woodside Avenue/Rt. 206.  The vehicle was being driven by Jamel O. Sapp, an unemployed 41 year old male resident of Manhattan New York City, NY, who was wanted for drug distribution.  Sapp was taken into custody without incident.  Upon his arrest, he was found to be in possession of a quantity of heroin and crack cocaine.

The arrest was the culmination of a lengthy undercover investigation that involved the distribution of heroin and crack cocaine at locations in the Town of Newton.  The criminal charges were developed through the investigation which was conducted cooperatively by Detectives from the Sussex County Guns, Gangs & Narcotics Task Force and the Newton Police Department.

Sapp was charged with the following offenses:

·         Conspiracy to Distribute CDS [Heroin], N.J.S. 2C:5-2a(1) of 2C:35-5a(1)b(3), a Crime of the Third Degree (2 counts)

·         Distribution of CDS [Crack Cocaine], N.J.S. 2C:35-5a(1)b(3), a Crime of the Third Degree (4 counts)

·         Possession with Intent to Distribute CDS [Crack Cocaine], N.J.S. 2C:35-a(1)b(2), a Crime of the Second Degree

·         Possession with Intent to Distribute CDS [Heroin], N.J.S. 2C:35-5a(1)b(3), a Crime of the Third Degree

The Honorable Judge William McGovern, JSC and the Honorable N. Peter Conforti, JSC authorized the issuance of the arrest warrants for Sapp and bail was set $150,000 no 10%.  Sapp was lodged in the Sussex County Jail in default of bail.
