Were there still four/five little knobbies to the far left at the height
where a tool bar should have been? If so, it should have been possible to
restore the toolbar out of them by suitable clicking (r or l) or dragging.

As the name implies, tooldock.ini would have been the file to check
and alter (or restore from backup).

The values of tooldock.ini should have been told you. My first guess
for a non-visible toolbar would be, that it just was deactivated. The
second guess would be the toolbar floating outside the visible screen
area.

Of course it is not "always visible". (I /never/ have it set to visible.)
The help file just wasn't updated on this matter, after Marcus changed
the behavior of the toolbars. Right click on any toolbar (or the menu bar),
that is still visible and tick the toolbar you need (in / off). And as a
last resort you can always alter tooldock.ini...
