that is the latest official beta (see http://www.sbs.de/~iain/tin/)

but you might have a look at the unoff version...

Is the latest unofficial beta version, including MIME and color
support as well as reference-based threading and several
bug-fixes.

There is also a bug-fix/cleanup release just about every day of the form
tin1.3-unoff-BETA-yymmdd.tgz, so "todays" version is usually the latest.
