Why not just sci.engr.marine? I see no reason why the existence of
sci.engr.marine.hydrodynamics should preclude this. Also, what is the
traffic like in sci.engr.marine.hydrodynamics? If it is low, perhaps
it is better to rename it, dropping the hydrodynamics, for a more
general marine engineering group.

I would like to suggest that there is a possible mis-match between the
proposed name of this group and its charter.
While the term "marine" may seem specific to some, there are a vast
number of engineered systems for the marine environment that are not
SHIPS. What about:
Oil platforms
Bouys and moorings
Pipelines
Oceangraphic instrumentation
Vehicle and Cable Handling Systems
Seabed Installations
Submarine Cables
Surface and deep towed insturments and arrays
Submersibles, both naval and research
Remotely Operated Vehicles (ROVs)
Autonomous Underwater Vehicles (AUVs)
etc.
One might define these as being topics of Ocean engineering rather
than Marine engineering, but there is considerable overlap and
interest as well. Although I have not followed sci.engr, the traffic
in sci.engr.marine.hydrodynamics is very low.
As there are:
1. not yet any groups that are specific to either Marine or
Ocean engineering,
2. insufficient traffic level to warrant more than
one group, and
3. many common intersts between Marine and Ocean engineering,
I would propose that the charter be expanded to include the topics of
Ocean engineering.
If the founder's intent is really to restrict this new group to ships
only, then I think the proposed name should be changed to something
that implies ships only such as: sci.engr.marine.ships; otherwise
people will post articles of a more general nature to this group, in
spite of what's specified in the charter.

mailing list about the topic?

evidence of interest on the net, I plan on voting no

This seems a useful proposal with many potential contributors and
readers. There are world wide professional groups with interests in
this field including particularly the London based Institute of Marine
Engineers and the US based Society of Marine Engineers and Naval
Architects. A new society the Maritime Engineering Society of
Australia has just been formed.

much time weeding through irrelevant and unrelated topics
to gain snippets of information already.

There are currently 25 posts on my news spool for
sci.engr.marine.hydrodynamics. The spool was replaced quite near 11/1,
but I think the expire times are 14 days for sci.*.
I see no reason for the existence of a newsgroup this small. At the
least, this proposal should offer to rename it to sci.engr.marine, unless
someone can cogently explain *why* hydrodynamics and the rest of marine
engineering must not mix. Preferably, this proposal should separately
offer to remove sci.engr.marine.hydrodynamics, and to create
sci.engr.marine; then, I could vote against both groups.
What people normally do prior to starting a Big 8 newsgroup is either
start a mailing list, or start an alt.* group. I'm glad this proposal has
gotten a number of people to post in support of it; I'd recommend you
start the mailing list with them, and also notify the real-world
professional organisations cited.
Usenet newsgroups do not have to reflect real-world importance. I have
three different medical conditions which warp my life; only one has a Big
8 newsgroup, while I started the mailing list for another myself.
If there really is a mailing list somewhere, and it's just that nobody's
been clueful enough to mention it yet, how many posts does it get per week
or day, and how many subscribers does it have?
