I'm told there is a "Usenet Charter" that governs all of Usenet. Can
someone please post it or a link?

No, there isn't. Individual newsgroups may have charters, and some
top-level hierarchies of newsgroups have FAQs that describe how they are
"governed" (which usually mostly means how new groups are created), but
there is no governing document that covers all of Usenet.

In Usenet, the ultimate authority lies with news server administrators,
who decide which newsgroups their servers carry, who is allowed to use
their servers, etc.
