motorcycle groups and to unite the cruising motorcyclists in
an area of common understanding, without prejudice against
marque. This will help the motorcycle community as

all boundaries of motorcycling.

RATIONALE: comp.emulators.freemware

The goal of the freemware project is to create an extensible open
source PC virtualization software program which will allow PC and
workstation users to run multiple operating systems concurrently
on the same machine.

Since the project has been launched the co-ordinator of this
project has had hundreds of emails about the request. The
co-ordinator of this project is author of the commercial Bochs PC
emulation software and will move some of the code he's written for
Bochs into this open source project.

This newsgroup will be for discussion of this project.

CHARTER: comp.emulators.freemware

The comp.emulators.freemware is for those wishing to discuss
the the Freemware PC virtualisation software.
Topics may include, but are not limited to:

 Design and implementation of the freemware software
 Licensing issues (e.g. which open source licence to use)
 Performance Issues

While small bug or example programs will be allowed, the posting

the first three months of 1999 for an average of 195 per day.  A
newsgroup with almost 200 messages per day can be difficult to read
and is considered by many to be too busy. Additionally, the total
number of posts increased by 40% from 1997 to 1998 (50,285 in
1998 vs 36,008 in 1997.) It is reasonable to expect that this growth
will continue. The creation of two new groups as subgroups to
rec.boats.paddle would redistribute this traffic among three groups
and would allow paddlers to read and post to a more focused group.

Discussion of flatwater paddling constitutes a minority of the traffic
on rbp.  A rec.boats.paddle.touring group would provide a forum for
those who are interested primarily in the use of canoes, kayaks,
pulling boats or similar craft on rivers, lakes, oceans or other
essentially flat bodies of water.  It is hoped that a lower volume
group, dedicated to touring, will encourage posting by paddlers who
are currently exchanging information through mailing lists, bulletin
boards, or other forums.

RATIONALE: rec.autos.sport.f1.moderated

Formula One racing has been the subject of Usenet discussion for many
years.  The existing newsgroup rec.autos.sport.f1 (RASF1) gets at
least two hundred messages a day during the off-season, with the
volume doubling during the season and peaking at even higher rates
immediately following a race.  Much of this traffic is relevant and
of high quality, but there is also a significant amount of driver and
team abuse, attacks aimed at other posters to the newsgroup, and
discussion on topics not related to Formula One.  Many former posters
to the group have left because of these conditions.

The situation has been discussed extensively in RASF1, and the
discussions have shown that there are now two quite distinct groups
of subscribers: those who value the present culture, and who do not
wish to jeopardize the sense of community in RASF1 by attempting to
enforce the charter more stringently; and those who would prefer a
lower volume, less combative and more focused group.

Rec.autos.sport.f1.moderated is intended to be a forum where all
topics related to Formula One racing can be discussed without
distractions. Questions and answers about the sport will be welcomed
and a FAQ will be made available.

CHARTER: rec.autos.sport.f1.moderated

Note: This Charter is intended to be read in conjunction with the
Moderation Policy which is appended.

(a)  Rationale

     The goal of rec.autos.sport.f1.moderated (hereafter RASF1M) is
     to provide a forum for the discussion of Formula One racing.  It
     differs from the existing English language newsgroups for F1
     (eg: rec.autos.sport.f1) in that it is moderated: the intention
     of this is to retain the opportunities for discussing Formula
     One currently found in other groups while preventing the spam,
     commercial posts, abuse directed towards F1 personalities and
     teams, participant abuse and postings completely unrelated to F1
     racing which can also be found there.

     The guiding principle for all moderators will be to interfere as
     little as possible with the discussions, whilst maintaining
     adherence to the Charter and Policy.

(b)  On- and off-charter postings

     This group exists to provide opportunities for discussion about
     Formula One. This can be assumed to cover topics such as races,
     results, drivers, teams, circuits, trips to races, gossip,
     rumours, sponsorship, reports of comments made by F1 personnel,
     careers of former F1 drivers, news items, rules, safety and
     upcoming events involving F1 personnel.

     It would be inappropriate and indeed impossible for a newsgroup
     charter to give an exhaustive list of what is and isn't
     acceptable.  However, postings which have no connection at all
     to Formula One are unlikely to qualify.  The final arbiter of
     this will be the moderators, working within the guidelines of
     the Policy as appended.

     Any submission which is relevant, civil and not in violation of
     the moderation policy will be accepted for posting.

The Moderation Policy for RASF1M is guided by the statement laid out
in its Charter, namely that

     "the intention of this is to retain the opportunities for
     discussing Formula One currently found in other groups while

     towards F1 personalities and teams, participant abuse and
     posts completely unrelated to F1 racing which can also be

1.1  Acceptable topics

This group exists to provide opportunities for discussion about
Formula One motor racing.  Any article about F1 which does not
contravene the guidelines set out here will be posted.

Potential topics might include the following:

     Races (results, discussions, first-hand accounts)
     Practice/testing results
     Drivers (former, present and potential future F1 drivers)
     Teams
     Circuits
     Requests for advice on attending races (prices, seating,
     equipment, etc)
     "Silly season" rumours and news
     Events involving former and/or present F1 cars and personalities
     (eg: historic car meets, celebrity kart races, Le Mans,
     promotional/media appearances)
     News stories involving present and former F1 personalities
     Sponsorship in F1
     Rules
     Safety
     Requests for, and information on, scheduled TV viewing times
     Announcements concerning RASF1/RASF1M gatherings, meetings
     and reunions

1.2  On-charter threads

Posters to this newsgroup are expected to conform as much as possible
to the requirement that articles are on-charter, as described above.
It is acknowledged that threads will sometimes tend to drift off-
charter; if this occurs, the participants will be expected to take
the discussion to a more appropriate forum as soon as possible.  If
required, a moderator will post a reminder to the thread in question.
Articles which attempt to begin a new thread with an off-charter post
are not acceptable.

1.3  Spoilers

Posts which mention or discuss a race result within 48 hours of the
chequered flag should make use of Spoiler conventions.  A lot of
people cannot watch races live, but still need to consult the
newsgroup for qualifying information, last-minute changes to
broadcast times, and so on.  Posters are therefore expected to
include the word "[SPOILER]" in the subject of posts about races less
than 48 hours old, and to omit details of the result from the Subject
header.

1.4  Unacceptable posts

     1.4.1  Posts which are solely about other types of motorsport
     and do not mention F1 should be directed to the appropriate
     group for that race series. (e.g. NASCAR posts go to
     rec.autos.sport.nascar (moderated).)

     1.4.2  Binaries will not be accepted.  Posts which contain a URL
     for a binary placed on a web page are acceptable.

     1.4.3  Posts in formats other than plain text, such as HTML,
     will not be accepted.  The moderators will send a short note to
     the poster explaining how s/he can set the newsreader to post in
     plain text.

     1.4.4  Posts which advertise a commercial service or product
     will not be accepted. However, the use of a signature that
     contains a business name, address, phone number or URL, or
     reference to a product or service, is considered acceptable
     provided the signature is otherwise compliant.

     Posts advising the group of charitable racing-related events, or
     offering race tickets at or below face value, are also permitted.

     1.4.5  Crossposts are not accepted for technical reasons.  The
     sole exceptions are posts from rec.autos.sport.info and Usenet
     Administrative crossposts, such as those from
     news.announce.newsgroups.

     1.4.6  Posts that are intended or likely to provoke abuse from
     other readers of the group are not acceptable.  This category
     includes messages containing racial abuse, or offensive and
     malicious statements about drivers, other people associated with
     the sport, or other posters.  It also includes fulsome,
     excessive and unsubstantiated praise of a driver, team, or any
     other person.

     1.4.7  All posts must have a return address which is valid

Blind Guardian is a Heavy Metal Band, you even can say an Art Metal Band as
there are many classical and folky elements in there kind of music. The band
exists since 1988 and soon they have been popular all over the world in the
metal scene what you can see in their immense success in Japan. Their songs
are often about books or film of the fantasy and sci-fi genre. This
newsgroup should be created, because many people all over the world would be
interested in it. There exist some hundred private sites in the internet
about Blind Guardian, and nearly all of them are highly visited. There also
exist some html-based discussion pages and they are high frequented, too.
But having a good discussion on this pages isn't very easy and comfortabe,
caused by the long time you have to wait to get or post a message. And there
is also the disadvantage that you cannot sort the articles by date, name or
anything else.

Most versions of news support a "checkgroups" control message that
can be used to help keep your active file in sync with the "standard"
Usenet groups.  What follows is a skeleton checkgroups control message
that you can customize and run locally to check your active file.

The following should be extracted and then passed directly to your

with a distribution set to keep it internal to your local
organization.  This is NOT the preferred method of operation, however,

This is a formal Request For Discussion (RFD) for the creation of a
world-wide unmoderated Usenet newsgroup rec.crafts.scrapbooks.  This
is not a Call for Votes (CFV); you cannot vote at this time.
Procedural details are below.

Newsgroup line:

RATIONALE: rec.crafts.scrapbooks

There has been a great increase in the popularity and interest of
scrapbook creation.  Many people enjoy the craft of scrapbooking and
desire a forum where they can meet to discuss techniques, supply
sources, vendors, page layouts, arrange swaps, thereby improving their
scrapbook crafting knowledge.

There is currently no newsgroup to discuss the craft of scrapbooking.
Several scrapbook listservs exist, but there are large volumes of mail
(150 messages per day) and many members of the listserv, and of other
rec.crafts.* groups have asked about the establishment of a Usenet
Newsgroup.  This group would not replace the mailing lists but
complement them and allow a greater number of scrapbook crafters a
place to discuss their craft.

CHARTER: rec.crafts.scrapbooks

The purpose of the newsgroup is to facilitate open discussion of the
craft of scrapbooking.  It will provide a global forum to discuss
topics concerning scrapbooking, its techniques, vendors, supply
sources, and to arrange swaps.

The group will be unmoderated.

Postings from vendors advertising products and sales related to
scrapbooking supplies are welcome, provided they announce the word
"vendor" in the subject of their posting.

PROCEDURE:

This is a request for discussion, not a call for votes. In this phase
of the process, any potential problems with the proposed newsgroups
should be raised and resolved.  The discussion period will continue
for a minimum of 21 days (starting from when the first RFD for this

                     REQUEST FOR DISCUSSION (RFD)
                unmoderated group rec.travel.europe.uk

This is a formal Request For Discussion (RFD) for the creation of a
world-wide unmoderated Usenet newsgroup rec.travel.europe.uk.  This is
not a Call for Votes (CFV); you cannot vote at this time.  Procedural
details are below.

Newsgroup line:
rec.travel.europe.uk    Travel in/to/from the United Kingdom.

RATIONALE: rec.travel.europe.uk

With rec.travel.europe presently receiving over two hundred posts a
day, the group has become too big to use practically, which has
resulted in fewer people subscribing to the group except when they
have a new message to post, which has in turn meant fewer messages are
replied to.  Whilst many messages in rec.travel.europe regard travel
across Europe as a whole, many others are concerned with travel to
specific regions or countries.  With a sub level of rec.travel.europe
being created this will lead the way for far more European travel
newsgroups to be created covering various different countries and
regions, whilst maintain the existing group (rec.travel.europe) for
discussion of travel around Europe as a whole.  This will create a net
increase in messages about travel in Europe as well as a better
quality of discussion, because people will be able to subscribe to a
specific group or groups for the areas of European travel in which
they are interested and thereby have fewer headers for discussions in
which they are not interested to sort through.

CHARTER: rec.travel.europe.uk

rec.travel.europe.uk is for the discussion of travel: in the United
Kingdom, to the United Kingdom, or from the United Kingdom.

Cross posting between rec.travel.europe.uk and other
rec.travel.europe.* newsgroups or rec.travel.europe is not welcome,
unless the post specifically concerns travel between the regions or
countries which are the topic of those newsgroups, in which case one
follow-up group should be set.

In general excessive cross posting is unwelcome especially if no
follow-up group is set.

With the exception of PGP signatures, all encoded binaries (eg
pictures, word processor files, .zip files etc), html, or similar
non-plaintext postings are *forbidden*; malformed posts from badly
configured newsreaders are also unwelcome.

Advertising is not welcome

Anyone posting contrary to this charter may be reported to their
postmaster/ ISP.

PROCEDURE:

This is a request for discussion, not a call for votes.  In this phase
of the process, any potential problems with the proposed newsgroups
should be raised and resolved.  The discussion period will continue
for a minimum of 21 days (starting from when the first RFD for this
proposal is posted to news.announce.newgroups), after which a Call For
Votes (CFV) may be posted by a neutral vote taker if the discussion
warrants it.  Please do not attempt to vote until this happens.

All discussion of this proposal should be posted to news.groups.

This RFD attempts to comply fully with the Usenet newsgroup creation
guidelines outlined in "How to Create a New Usenet Newsgroup" and "How
to Format and Submit a New Group Proposal".  Please refer to these
documents (available in news.announce.newgroups) if you have any
questions about the process.
