This is a formal Request For Discussion (RFD) for the creation of a
world-wide unmoderated Usenet newsgroup rec.music.artists.blind-guardian.
This is not a Call for Votes (CFV); you cannot vote at this time.
Procedural details are below.

Newsgroup line:
rec.music.artists.blind-guardian The music group Blind Guardian.

RATIONALE: rec.music.artists.blind-guardian

Blind Guardian is a Heavy Metal Band, you even can say an Art Metal Band as
there are many classical and folky elements in there kind of music. The band
exists since 1988 and soon they have been popular all over the world in the
metal scene what you can see in their immense success in Japan. Their songs
are often about books or film of the fantasy and sci-fi genre.
This newsgroup should be created, because many people all over the world
would be interested in it. There exist some hundred private sites in the
internet about Blind Guardian, and nearly all of them are highly visited.
There also exist some html-based discussion pages and they are high
frequented, too. But having a good discussion on this pages isn't very easy
and comfortabe, caused by the long time you have to wait to get or post a
message. And there is also the disadvantage that you cannot sort the
articles by date, name or anything else.

CHARTER: rec.music.artists.blind-guardian

All articles suitable for posting to rec.music.artists.blind-guardian are
those pertaining to any topic related to the music group Blind Guardian

Expected topics of discussion will include:
-meanings of lyrics, covers
-interviews or speeches of the band
-exchange of urls of band related sites
-new tours or CDs of the band
-some fantasy and sci-fi related issues (caused by the discussions of the
meaning of lyrics and covers)
-related bands
-Advertising posts: If there is a new product of Blind Guardian (website,
book...) it is allright to post one message that this new product exists
now, but it is not allowed to post a second time.

Inappropriate posts will include:
- Flaming and inappropriate posts. All users of this group will
maintain a level of respect and common courtesy for other posters
and will refrain from using excessive foul or threatening language
whose purpose is to disrespect another user.
-Binaries like pictures or sounds except those of the PGP type

PROCEDURE:

This is a request for discussion, not a call for votes. In this phase of the
process, any potential problems with the proposed newsgroup should be raised
and resolved. The discussion period will continue for a minimum of 21 days
(starting from when the first RFD for this proposal is posted to
news.announce.newgroups), after which a Call For Votes (CFV) may be posted
by a neutral vote taker if the discussion warrants it. Please do not attempt
to vote until this happens.

All discussion of this proposal should be posted to news.groups.

This RFD attempts to comply fully with the Usenet newsgroup creation
