Creating Retro-charter for regional newsgroup?

A regional newsgroup is charterless, causing much debate over what is, and what is not allowed, particularly in regards to selling. Is it possible to retroactively create a charter for the newsgroup? What is the process for doing this? I've checked google, and google groups, but the references to retro-chartering are few and far between.... more »
