Usenet spam posted via Google Groups (or anywhere else for that
matter) is in relatively few circumstances illegal. If, however,
your assertion is correct that Google Groups will no longer act on
valid complaints concerning Usenet (spam) abuse posted using their
service *unless* such postings are illegal, the Usenet community have
a number of effective ways to bring Google Groups to heel.
