[nanap] Resigning as moderator

Having moderated news.admin.net-abuse.policy since 1996, I think
that I'm about ready to bow out. If somebody wants to take over this
group, please let me know; otherwise, I'm going to turn off the modbot
pretty soon, and hand the group over to the Big-8 Management Board to
decide what to do with it.

Note that I haven't made up my mind as to what I want to do with
news.admin.net-abuse.sightings.

Firstly a thanks for the work you've put in.

Secondly, whilst it feels like there should be a group discussing net
abuse policy the lack of news admins here recently suggests that maybe
this isn't needed.

Suspect there is even less need for that.

It's useful to point admins at to show how much spam has been reported
from their networks.
