When Verizon bought MCI, Verizon was using Spamhaus for spam
filtering. Acquiring MCI's heavy baggage of spammers accumulated by
the former MCI abuse managers caused Verizon to leap into our Top 10.
Spamhaus then advised Verizon of our 'service restrictions' clause
(see: datafeed faqs) which prohibits the use of Spamhaus data by
networks who let themselves get into our Top 10. Verizon promised us
the problem would be fixed and in fact the spammers then began falling
off Verizon, down very considerably from the previous hundreds of
serious issues MCI/UUNet had brought with them. Considering the size
of the problem they started with in my view they have done a good job.

Of the (current 24) records left, I know that 5 of the ROKSO listings
are in the process of being resolved as some of the spammers have now
(apparently) retired from the business, so technically very soon they
will have even fewer live records.
