71.246.215.8 is a static address owned by me which will never be a
source of spam.

I can well believe that some _other_ addresses in the 71.246.192.0/18
range are, though...

Does APEWS even _support_ single IP address exceptions?

Or does spam coming from any of this block of 16000 addresses keep the
whole block listed?

This is not a dynamic address, it is a static address belonging to me.

Is this even the right place to ask this question?

You can say that, I doubt you can guarantee that;
it is a Verizon IP, not even SWIPed to you;
as some point in time, that IP may not even be under
your influence.

Not that I have seen, nor reassignment / reallocation,
and sometimes not even RIR direct allocation boundaries.

It is a RIR direct allocation to Verizon,
71.246.215.8 has no SWIP.
Verizon can do whatever they want with that IP,
whenever they want.
There is no contact information for you in the IP whois,
anybody reporting abuse related to that IP would
be reporting it to ab...@verizon.net ,
it is unlikely you would ever hear about it,
nor it it likely Verizon would ever do anything about it.

No, it's owned by verizon.

AFAIK, APEWS does not cut holes in its listings.

It's the right place to ask how APEWS, or any other DNSBL, operates,
although the first step should be reading the FAQ. It's the wrong
place to request a change in policy.
