You shouldn't be sending mail directly from a dynamic address. You should
relay it via your provider's outbound mail server. You will find that
regardless of any DNSBL listings, many systems will detect your dynamic
address and reject the connection.
Note that the address you gave in your example above appears NOT to be a
dynamic address. However, with a generic reverse name, it is just as
likely to be rejected. If it is indeed a static assignment, have your ISP
change the entry to match (one of) your domain(s).

Just to be clear, UCEP isn't blocking anything here, 83.206.176.217
is doing the blocking. They're using the UCEP list to decide what to
block.

It's not *your* address that's being blocked, it's 93.17.128.13 (aka
smtp22.services.sfr.fr). Your IP address is 79.89.167.246, right? And
you're sending email via your ISP's SMTP server? Your IP address isn't
listed, your ISP's SMTP server (93.17.128.13) is listed.

Your ISP block of IP's is listed for sending spam.
it is not just you.
you can get the people who are useing the blocklist that your sending
mail to do something about it.
ask them.
or get a ISP that is not on the level 2 UCEPROTECT list?

That's an issue to discuss with your provider. It's you provider that is
listed, and only your provider can clean up the net block.
