I assume that you are referring to S2170/progoldhosting?

You need to refer the matter to them and get them to address the
issues.

Why? What has tdatabrasil.net.br done about cleaning out spammers
from their networks? The address above is included in a listing
of tdatabrasil.net.br IPs because that ISP (your ISP) has let
spammers operate from their networks too long. Here's part of
the listing that matters most to you:

Yes, all of that is the reason you are experiencing problems.
It started out with just the spamming IPs, but after some time
SPEWS started to hold their ISPs responsible for not stopping
the spam. Then SPEWS started to hold the ISP's ISP, which is
tdatabrasil, responsible. When the situation gets that BAD,
only an administrator from tdatabrasil can ask for a delisting,
not you, according the the SPEWS FAQ. Most of the ISPs in
Brazil have a TERRIBLE reputation for allowing spammers to
use their network, so you will find it difficult to find a
better ISP. You could try to talk to tdatabrasil to try to
convince them to have 24 hour anti-abuse operators, to suspend
spamming accounts within hours of complaints, to terminate
spammers within a day of complaints, and to make their anti-spammer
policies tougher. If none of those things are possible, I
suggest you use a reputable mail service outside of your
country.
