You can use this newsgroup in three ways:

• Browse previous newsletters from me -- click the "discussions" tab.
• Review background materials I have assembled on public policy issues -- click the "pages" tab. 
• Find my comments on a particular issue -- use the "search" button above.  Please note, the search function has some known glitches that Google is working to repair.  Sometimes the search function displays a valid hit, but fails to link correctly, giving a not found error.  If you have trouble finding the hit of interest directly by scanning the Discussions or Pages tab, feel free to call for assistance at the numbers below).
