There is a simple way to get the toolbar folder back.

This tip works both for SeaMonkey 1.x and SeaMonkey 2.x.

1. Go to the bookmarks tab in the browser and highlight the first
bookmark in the list [if it is a folder, highlight the folder]

2. Click on "Manage"->"New Folder".
--create a new folder and title it "Personal Toolbar" (without the quotes).

NOTE: this new folder should be the first element in your bookmarks list
If it is not, drag this folder to the top of the list.

NOTE: if the newly created folder "Personal Toolbar" is empty, with no
bookmarks in it, then no bookmarks will appear in the personal toolbar
at the top of the browser window. Your bookmarks will only appear in the
personal toolbar after they have been added to this folder.

Your instructions don't work.
It's #2 above "Click on "Manage"->"New Folder"."
Can you clarify?
Thanks

Clarification: 1. Click on "Manage" at the top of the sidebar bookmarks
(the bookmarks sidebar is to the left side of the browser window).

2. After clicking on "Manage" a new floating window will appear. At the
top of this floating window at the top click on "New Folder"

3. The floating window will change to "Properties for new folder". In
the field title Name add the title: Personal Toolbar".

4. Click "OK" at the bottom of this window and at new folder will be
created in you bookmarks sidebar titled "Personal Toolbar". Drag this
folder to the first position in your bookmarks, if it isn't there
already. Any URLs added to this folder will appear in your personal
toolbar at the top of your browser.

BTW I am using SeaMonkey on a MacIntosh, but I do not believe the
process for creating a Personal Toolbar folder is any different on other
OSs.
