Moz 1.6 - How to override internal handling of PDFs?

I want to have Mozilla prompt me to download or launch PDF files, but
when I set up a mime type to do so Mozilla tells me it handles that
type internally, and will only use my settings (set by ME, the
so-called owner of this computer) if the server says so.
Unfortunately, when Moz. handles a pdf internally, it just gives me a
blank page, whether I have the plugin installed or not.

Firefox works fine, launching Acrobat Reader or saving the file, like
I want. I want the features of Seamonkey, though.

I've searched through all the files for references to "pdf" but could
find nothing I could identify as helpful.

It's been doing this for a while now, since 1.4 at least. And, yes,
I've set up new profiles every version, just copying over the
bookmarks & cookies, and setting my prefs by hand.

Any ideas?
