New root CA certs added to NSS

Today I made checkins on the NSS trunk and NSS 3.9 branch, resolving
the following bugzilla requests

Since the FF and TB products have chosen to duplicate the NSS code on
their branches, rather than using the release tags from NSS, developers
for those products will now have to merge those additions into their
own branches. I cannot predict when that will happen.

Congratulations to the newly added CAs!

A debug build of the new nssckbi.dll file for windows is available for
a short time for downloading and testing. See bugzilla bug 271585 for
the details of how to get it. (I don't want to put the URL in this post.)
