I have limited internet bandwidth.
When a download is in progress, browsing is next to
impossible.
Can I reduce the relative priority of the downloads
so I can still surf the web during a multi-hour download?

get yourself a download manager, such as orbit:
http://www.orbitdownloader.com/ or something similar
