Six days into the New Year, six murders in Philadelphia. The epidemic of
violence has helped earn the city the unfortunate reputation as
"Kill-adelphia." Hoping to put an end to it, Temple University's school of
medicine has launched a program called "Philadelphia Ceasefire."

Three of this years six murders happened in north Philly's 22nd district.
Just one reason why Philadelphia Ceasefire is targeting its efforts in
that area. After nearly 5-years in prison for attempted murder, Brandon
Jones is back on the mean streets of North Philly. This time, no gun, just
rapid fire talk.

As part of a group called Philadelphia Ceasfire, he's helping at risk men
ages 18 to 25 like Ron Medinia and Anthony Stafford. That message is to
stop the shooting.

CeaseFire, a nationwide, evidence-based violence intervention program
which has been proven to decrease instances of gun violence in urban
areas, has recently been rolled out at Temple's School of Medicine.
.
Originally implemented in Chicago, the program blends statistical
information and the knowledge and experience of community members to focus
efforts on areas and individuals most at-risk for gun violence. In 2008,
the Department of Justice issued a report on CeaseFire's effectiveness and
found a reduction of up to 73 percent in the number of shootings and
killings in areas of Chicago where CeaseFire was implemented.

Philadelphia CeaseFire, based at the medical school's Center for
Bioethics, Urban Health and Policy, seeks to reduce the number of
homicides and shootings in North Philadelphia using five core components:
community outreach, community mobilization, public education, faith-based
involvement, and criminal justice participation.

"The problem of gun violence in cities across the country, including
Philadelphia, has become a public health epidemic," said Marla Davis
Bellamy, director of Philadelphia CeaseFire and the Center for Bioethics,
Urban Health and Policy. "The key to ending such an epidemic is to adopt a
public health approach that engages communities and focuses on behavioral
change."

Integral to the success of CeaseFire is the involvement of a team
consisting of an outreach coordinator and ex-offenders serving as outreach
workers, who use their built-in credibility to act as mentors to youths in
the targeted demographic 14-25 years old. The workers meet with at-risk
youth, coaching them on how to get out of a lifestyle that often ends with
gun violence. Bellamy says they also represent a new category of public
health workers in the field of violence prevention and injury control.

"This past Tuesday, two young men were shot," a 25-year-old man shouted
into a megaphone on the corner of 22nd and Berks streets in North Philly,
the site of the violence. "We're here to pay respects, and show that we
will no longer tolerate these shootings. We have a problem in the city of
Philadelphia. And the problem is senseless shooting and killing. My name
is Brandon Jones, and I used to be a big part of the problem." Indeed,
Jones has finished serving four years in prison for attempted murder.

The one-time shooters testifying at the vigil are part of CeaseFire, a
path-breaking violence-interruption program pioneered in Chicago that is
now being piloted in Philly's combined 22nd and 23rd Police Districts a
stretch of North Philadelphia, running from 10th to 33rd and Lehigh to
Poplar, that suffers more shootings than any other city neighborhood.

The Chicago program has drawn national attention, and a documentary, The
Interrupters, premies this weekend (see Sam Adams' review). CeaseFire
conceives of violence as a disease whose transmission can be stopped, and
in Philly, Temple University's School of Medicine runs the program.

Though violent crime has declined nationwide over the past two decades,
poor black and Latino neighborhoods continue to suffer from rampant gun
violence. Indeed, CeaseFire programs are also under way in the most
violent neighborhoods of other U.S. cities, including Baltimore, Brooklyn,
New Orleans and East St. Louis.
.
For this past Friday's vigil, a dozen community activists stood on the
corner with the former felons, holding signs that read "Stop Shooting
People" and passing out brochures.
.
"Do something, do something," shouted Almira Stansbury, a 65-year-old
recovering drug addict who walked over to show her support. "I think that
some people might be afraid. I think that some people are angry and sad.
And I think some people just don't care."
.
A few heads popped out of rowhouse windows to listen, but most residents,
if they were home, stayed behind shut doors.
.
"We were hoping to get neighbors out," said Atiba Kwesi, aka Jesse
Johnson, who, along with other North Philly activists City Paper recently
profiled ["Safe Haven," Daniel Denvir, July 21], now works for CeaseFire.
Kwesi was released nearly 20 months ago after 27 years behind bars for
armed robbery. "But this is a rough block."
