Schoolchildren Should Study the Arts Until Age 16, Says Report

Ministers should consider making pupils study the arts up to the age of 16
amid concerns that cultural education in England is still "patchy", a
government-commissioned report has said.

It warns that there is concern about how much the coalition government
values cultural education in schools, adding that this has been partly
caused by the introduction of the English Baccalaureate (EBacc).

.

To achieve the EBacc pupils must gain at least a C in English, maths,
science, a foreign language and history or geography. However, it does not
include other arts subjects such as dance, drama, design or music.

.

In his review of cultural education, Darren Henley suggests including a
"sixth group" within the EBacc to cover these subjects.

Henley, managing director of Classic FM, was asked to conduct the review
by ministers in April last year.

.

The findings, published on Tuesday, say: "There remains a great deal of
patchiness in provision of cultural education across England."

It says that while in some places education in the arts is "truly
excellent" in others there is a dearth of provision that needs to be
addressed to bring standards up to a universally high level across the
country.

The report later addresses cultural education in the school curriculum,
warning that arts subjects risk being devalued, and losing funding, if
they are removed following the current national curriculum review.

What is the English Baccalaureate?

The English Baccalaureate was introduced as a performance measure in the
2010 performance tables. It is not a qualification in itself. The measure
recognises where pupils have secured a C grade or better across a core of
academic subjects English, mathematics, history or geography, the
sciences and a language.

Ministers have confirmed that these subjects will also be used for the
2011 measure, and we expect this to also be the case until the first
changes to the National Curriculum are introduced in 2013.

.

Why have you introduced the English Baccalaureate?

.

Since 2004 the number of non-academic qualifications taken up to age 16
has risen from about 15,000 to about 575,000, with a higher take-up of
vocational qualifications by young people from deprived backgrounds. Many
of these qualifications do not carry real weight for entry to higher
education or for getting a job.

.

There has also been a decline in the opportunity to take some core
subjects, such as modern foreign languages, history and geography at Key
Stage 4. This situation disproportionately affects pupils from the poorest
backgrounds or attending schools in disadvantaged areas. For example, in
2009 just four per cent of pupils qualifying for free school meals took
chemistry or physics, fewer than one in five did history and fewer than 15
per cent took geography or French.

When we look at achievement in the English Baccalaureate we see a similar
picture of inequality - in 2010, only eight per cent of pupils qualifying
for free school meals (FSM) took the English Baccalaureate, with four per
cent achieving it; whilst 24 per cent of non-FSM pupils took the English
Baccalaureate and 17 per cent achieved it.

It is this situation that the English Baccalaureate aims to address. We
have enabled parents and pupils to see for the first time how their school
is performing against these key academic subjects. We hope this will
encourage schools to open up opportunities to all of their pupils to study
a core of academic subjects and rectify the current inequalities that
exist.

What subjects are in the English Baccalaureate?

.

The English Baccalaureate is made up of English, mathematics, history or
geography, the sciences and a language. A full list of the qualifications
that count towards the English Baccalaureate in 2011 is available to
download.

Why have you chosen the subjects you have for the English Baccalaureate?

.

The subjects we have included are designed to ensure that all pupils have
the opportunity to study a broad core of subjects, ensuring that doors are
not closed off to them in terms of future progression. For example, for
pupils hoping to go to university, The Russell Group guide on making
informed choices for post-16 education identifies facilitating subjects at
A level. These are subjects most likely to be required or preferred for
entry to degree courses and ones that will keep the most options open. The
subjects they identify are those included in the English Baccalaureate
mathematics, English, physics, biology, chemistry, geography, history and
languages (classical and modern).

The English Baccalaureate is intended to give pupils greater opportunity
to study in and beyond the vital core of English, mathematics and the
sciences. It therefore has a particular focus on key subjects which have
been withdrawn from Key Stage 4 by some schools, even where pupils might
benefit from them. These include, for example, languages, where research
has shown that there are clear advantages in terms of cognitive skills and
understanding, and history and geography, all of which are in decline.

Figures from a survey of almost 700 maintained secondary schools conducted
by the National Centre for Social Research (published on 31 August) show
that the English Baccalaureate is having an immediate impact, increasing
the proportion of pupils taking these core academic subjects.

Abstract:

There is something about a change of UK government that often seems to
trigger a bout of reforming zeal on the part of new ministers to effect
perceived improvements in the English education system. Modification
radical or otherwise seems to be endemic, perhaps because education
always has been (and probably will continue to be) a contested concept. At
present (2011), there are new initiatives to effect changes across all
formal education sectors, from early childhood through to higher
education. Among these are two that have a particular impact on my own
professional life in the worlds of music education and teacher education,
namely the review of the National Curriculum (NC) and the introduction of
a so-called English Baccalaureate.

Arts organisations, including the Cultural Learning Alliance (CLA) and
Arts Council England, fear that arts subjects could be cut from secondary
school education in England following the introduction of the English
Baccalaureate, a way of ranking pupils according to grades achieved in
five core subjects: maths, English, science, a language and either history
or geography.

Announced in November 2010 via the white paper, The Importance of
Teaching, the measure has not yet replaced GCSEs as a recognised
qualification, although the concern is that the exclusion of arts subjects
will lead to a depletion in teaching resources and a removal of the arts
from the curriculum altogether. Many secondary schools have already
narrowed their pupils' choice of arts subjects in a bid to meet the new
measure. We want a holistic range of subjects and to not shut down
opportunities too soon, says Anna Cutler, the director of learning at the
Tate and a member of the CLA's steering group. If arts subjects are taught
with rigour, they add values and competencies and a capacity to think
imaginatively and differently, which we need in a society based on
innovation. It's what we valued in the Renaissancethis wide range of
knowledge that inspires innovation.
