Mac+/HFS compatibility with vanilla Mac?

Is it going to be possible to write an application that is compatible with
HFS and still runs on a vanilla Mac with no ROM upgrade? Or are we going to
see the vanilla Mac go the way of the 128K Mac, as people write software that
doesn't run on it?

I am debating whether to get ripped off by Apple for a Mac+ upgrade, or get
a cheap plain memory upgrade for my (now nearly useless) 128K Mac...
