Well, thanks to help from thje list, I figgered out I had the wrong anode resistor on my NE-2. However, using the right resistor (240k, 200V input) the lamp is pretty dim.
 
Are these really supposed to be run at .3mA? I have some NE-2's (I think) with 16K resistors pre-attached. Even if run at 80V, that would be way more than .3mA.

The two common neon lamps are NE-2 and NE-2H. The H is for high
brightness, which uses high current.

The NE-2 typically runs with a 220K resistor from 110VAC. If it has a
16K resistor, it's probably an NE-2H.

Any way to tell what bulb I have? Mine are unmarked and I have quite a
collection of them. I wouldn't want to assume that they are NE-2H's, as this
clock is a gift and going to live far away.
