neo4j and web integration - plus running on win 7 for dev purposed

1) how does one connect to neo4j so web application servers can access
data??? I'm used to setting up a DSN - how is this done for neo4j???

2) I'd like to run neo4j on my win 7 machine - so I can 'learn' and
'develop' ... but installing on said mach doesn't use the same jvm
mapping and the mappings in the /bat files are pretty specific - but
not similar to what's in my regestry on win 7... any thoughts or - has
someone done this???

I know these are basic Q's but I have to say - the 'getting started' -
and tutorials aren't very helpful for a newbie...
considering there is a HUGE SQL user base and mindset out there - some
"bridging" information would be helpful ...
