I have a backup in the form of a tar file of data/ folder. I need to restore it in 1.6.1. community edition.

I am thinking of doing it this way:-

1) stop current neo4j service.
2) delete the current data/ folder
3) untar the file as new data/ folder
4) start neo4j service

Is this the correct way of doing it?

Yep,

you should replace only the data/graph.db directory

Is there any effect if the other files or directories in data/ are replaced or is it just redundant?
