Is it always that bad? It didn't look like anything was wrong -- just
too small a pickup area for the number of cars and passengers.
The departure area had some really distracting yellow flashing lights
embedded in the pavement. At first I had no idea what they meant, and
thought it meant the departure drop-off area was closed for the night,
but then I realized they were just there to slow people down.

I've never seen it as bad as you describe it. That's not normal,
especially at that late hour. It can get a little disorganized, as the
cars, taxis, and shuttle busses all go different directions after they
exit the main loop, and there are passengers crossing several lanes,
but I've rarely, if ever, seen the traffic backing out of the terminal
area. I'd say something unusual was going on, maybe a car or pedestrian
accident.
It's pretty normal for Friday and Sunday nights, plus the day or two
before a holiday. United and Jet Blue both have a lot of flights
coming in at that time.
