What is the link to the build I should use to test out the latest
translations?

Thanks,

Also, how do I request that xpi's be created. I know it's a "process"
multu mesc.

If you ask about the l10n.mozilla.org instance, xpi's are created every
two days automatically and each time you export your project.

I've a similar question:
We are working on Thunderbird 3 for Romansh (rm). Nearly all our
translation are not yet marked as approved. When I'm exporting the
project ("approved, then most recent"), Narro on l10n.mozilla.org
doesn't create an XPI. And the automatic XPI's are (I think) only
created with approved strings. Is there a way to export an XPI with
not yet approved strings?
Thank you,
Gion-Andri

Hello,

Why aren't you approving translations ?

Yes, there is a way to export unapproved strings, please see the manage
page, the list of options near "Export translations using:".
But be careful not to import with approving after you do this, you'll
approve all exported strings that were not approved.

After you try to export unapproved suggestions, download the xpi to test
it and to be sure export again with approved suggestion.

The xpi generation had a permission problem, it's fixed now.
