I have attacks on my rows which originated from a player/row that
doesn't exist. This has happened a few times before. Please help, is
this a cheat???

There is a play style where you:
1. create a row in an area
2. transfer it money/attackers
3. farm everything close
4. create a new row in the next area
5. move everything away
6. delete the row.
7. etc...

Players like this would most likely change their names frequently to
avoid counterattacks.

Here's an idea: Don't leave vulnerable rows.

Wouldn't that be prohibitively expensive?
I thought the cost for a new row continued to rise even if you deleted
one..

When you delete a row, it returns to your previous price. I have
experienced this, although not recently, but have seen the cost revert.

There's no refund of the money obviously, so it's doable as long as
you can farm out the cost of your row, yes. (what you actually lose is
the cost of the last row you bought)
As soon as you've got about 10 rows I guess it's not worth it anymore.
If I was to delete a row, it would mean I'd have to farm out around
120m to make it profitable....
