Yes, I wrote a tool to do this back when we changed the format. If you
download the source code for the mupen64plus core, in the tools folder there
is a file called "savestate_convert.c". Just build this and run the tool to
convert your mupen64 save file to something that should be readable in the
latest mupen64plus.
