You can just recompile it [1] or use the libpng12 build [2,3] (those builds
have "ubuntu" in their names). The easiest way would to force (ok, try to ask
first) your distribution to include mupen64plus [4].
Distributions which already include mupen64plus 1.99.4 are (maybe not
complete):
* Debian
* Arch Linux
* FreeBSD (ok, it is not a Linux Distribution)

What about installing libpng 1.4.x [5]? Usually you can't resolve
dependencies by installing something completely different.

Ehrm... you can try to rewrite it, but I would doubt that it helps against your
depression.

Which would mean you need to install the 32-bit version of your
library. Pretty simple, but sometimes hard to diagnose.
