Certainly. However, what's available in the source tree is oriented towards
install utilities. Look in src/distrib/i386/floppies, especially the 'rescue'
directories.
The machinery is actually quite easy to customize -- I've built "telnet boot
floppies" that were really just stripped-down install floppies and some goo.
Once you are familiar with how it works, it literally takes just a few hours
to create a custom self-contained boot floppy that does whatever you want.

I think it's doable, I even think someone is working on this (but
I don't have pointers, sorry).
Anyway I prefer to have hard disks in my routers, to keep log :)

You might be interested in the NetBSD/i386 Firewall project, at
<http://www.dubbele.com/>. It does need a small amount of hard drive
space though, but maybe you can modify it to fit the stuff you need
on one floppy.
