ipfilter 4.1.8 imported into freebsd

I've just finished importing IPFilter 4.1.8 into FreeBSD-current, in time
for making 6.0. I'd appreciate any feedback about whether the changes work
for you, break builds, etc.

Oh, I'm going on holiday for a month in 6 hours...

/usr/src/sbin/ipf/libipf/../../../contrib/ipfilter/lib/ipf_dotuning.c:4:17:
ipl.h: No such file or directory
mkdep: compile failed

I have a local fix for this, which I'm testing with buildworld cycles
until I get one that completes without problems. Hang on, please :-)
