Subject: ipfilter 4.1.8 imported into freebsd

I've just finished importing IPFilter 4.1.8 into FreeBSD-current, in time
for making 6.0.  I'd appreciate any feedback about whether the changes work
for you, break builds, etc.

Oh, I'm going on holiday for a month in 6 hours...
