Data Manager, "Permissons" tab accessibility

For some reason, if you haven't specified any allow/block rules for a
site via Tools menu, the corresponding "Permissions" tab in Data
Mangager is inaccessible. Probably it would be a good idea to let users
access it?

(Using SeaMonkey 2.17)

This sounds like a reasonable enhancement request, but ideally you would
file it in Bugzilla.

In the mean time you can use the "*" domain and type in the desired
domain manually.

Under "filing in Bugzilla" do you mean posting the message to the
mozilla.support.bugzilla newsgroup? Sorry if my question looks lame, I'm
pretty new the the whole newsgroups thing.
