This can happen, if you've clicked on a link to a news server you
already have an account for in Thunderbird. Removing the account via
Account Settings isn't enough. After you've removed it, you need to
close Thunderbird, go to your profile folder[1], 'right-click -> Edit'
on the prefs.js file, and remove any lines in prefs.js pertaining to the
news account in question.

It is the policy of most of the software that userdata is not
removed.
If you uninstall programs, you will find that several software
do remove every of the files they had put in, even the drivers,
but they leave the files in which users had made some settings,
or had stored some data, or even log files.
I think it is a wise thing. If you mistakenly uninstall/ delete
something, your data is not gone in thin air.
At most, TB should give an alert that the data is not removed,
or, better, it can even ask whether you want the data files to
be deleted.

This anomaly only happens if you click on a link to a news server, you
already have an account for in Thunderbird. If you simply set up an
account, read some messages, post a few messages, and remove the account
via 'Account Settings' you won't have to edit your prefs.js file.
