Why is the "Mark all read" by Shift+C marked as an issue in the TB3 Release Notes?

I just found out that one of the main improvements in TB3 is marked as a
known issue for Windows users in the TB3 Release Notes. When TB now
finally has gone back to the way Netscape worked with a simple two-key
combination instead of the awkward Ctrl+Shift+C combination, which is an
ergonomic disaster.

What's the function of the Linux version ?

In TB3 it's also shift-c - if that's what you're asking.
I don't remember what it was in TB2/Linux

During alpha + beta many people asked why the old key combo didn't work,
so the release note was added to be informative. And since 3.0 shipped,
even with the release note, people still post/file bugs about where did
Ctrl+Shift+C go. :)

It is, and has always been Shift+c in Linux.
iirc, TB1.x started out Shift+c but changed to Ctrl+Shift+c somewhere
along the evolution.
When I questioned the change, way back when..? It was explained that
Shift+c conflicted with some other (unmentioned) windows command.
Evidently, that conflict no longer exists...

But if it presented as a known issue (=bug) the intention seems to be
that is will be changed back to Ctrl+Shift+C, otherwise it should have
been presented as an improvement.

It's an information piece under "Known Issues", which tends to mostly
bugs, but it's also where mere info bits are commonly listed. iirc the
change was driven by calendar (or something) wanting that key combo, so
it wasn't being touted as an improvement. :)

Since I have 4 versions of TB on this workstation, I find it very
annoying that the release TB3 went back to Ctrl-C (even when 3.04pre
still uses the 3 finger method). All the other versions still use
Ctrl-Shift-C.

It would be nice to make it an optional setting for those that want it
one way or another, rather than leaving it up to the devs to decide what
we want.

Since going back to the Netscape shift C to mark things read, will they
be adding back the other Netscape (I believe Shift N) the marked all
unread messages read in that group and advanced to the next group with
unread messages.
