I use aioe.org when I have to

but it's a bit unreliable and it has (or had) poor retention.
If you need something better people often recommend individual net for
€10 a year:

I think you'll have to bite the bullet and pay for a Usenet service. I
use Newshosting, it's $10 a month for the basic service, I haven't
reached the download limit yet (I subscribe to transport and gardening
picture groups). Giganews also has a good rep, and costs about the same.
