Thunderbird has a "Tools", "Import" facility. Does it have a
corresponding "Export" facility, so I can take all my settings and
customisations with me when I start using my new PC tomorrow?

I have free access to copy anything from my old PC to my new PC; the
problem is knowing which parts to copy. An export mechanism would solve
this for me.

If you copy whole profile folder, it will migrate _everything_.
See <http://kb.mozillazine.org/Moving_your_profile_to_another_computer>

There are some extensions to export

Export password: <https://addons.mozilla.org/en-US/thunderbird/addon/2848>
Export filter: <https://addons.mozilla.org/en-US/thunderbird/addon/2474>
Export messages: <http://www.nic-nac-project.de/~kaosmos/mboximport-en.html>
Export account settings:
<https://addons.mozilla.org/en-US/thunderbird/addon/599>

If these bugs are fixed then Tb will have export functionality also

Google MozBackup. There are manual ways to do the same thing, but this
program makes the process virtually effortless.
