The session restore page only intended to appear after a Firefox crash.
If you try to access it on your own mid-session, it will always list
nothing.

After doing some searching, it may be caused by a combination of
specific pages that add multiple entries in your browsing history and
setting your start page to restore tabs from your previous session. (bug
636066)
